An Imperial Arbitrator.

The Adeptus Arbites are a division of the Administratum, devoted to enforcing Imperial law. They enforce the Lex Imperialis, the law of Lenehen, supposedly written by the Emperor himself. Utterly dedicated and without mercy, the Arbites are feared throughout Lenehen for they are the agents of a harsh law, where failure and incompetence are crimes, and the only punishment is death. Arbites are empowered to act as judge, jury and executioner against gangers and other renegade members of society.

The Adeptus Arbites maintains a presence in almost every Lenehenese town, headquartered in fortified precinct courthouses. The courthouses are equipped to be self-sufficient and to support a complete Arbites army. They consist of armouries, dungeons, barracks, firing ranges, scriptories, archives, warehouses, kitchens, gymnasia and garages. For isolated frontier towns, Courthouses are sometimes a population's only connection with the rest of the Imperium.

Armed with a frightening variety of weaponry (Including everything from Shotguns and Autopistols to Power Mauls and Grenade launchers) and clad in Carapace Armour, the Adeptus Arbites specialises in keeping the peace and putting down even the fiercest of riots with brutal force if necessary. Due the the massive population of the Imperium, there can be up to two dozen Arbitrators in every city although they rarely do fieldwork. Due to the massive task of policing a city, the manual work is done by the Praetors, who handle everything from policework to traffic control. Whilst there may only be one or two Arbitrators in a city, there can be up to several thousand Praetors.
